Children will be able to bring smartphones to schools in Osaka Prefecture after April because the Osaka local government has decided to allow public elementary and junior high school students to bring smartphones. The Ministry of Education, Culture, Sports, Science and Technology bans to bring smartphones to public schools in general throughout Japan but only the Osaka local government decided to allow children to bring smartphones to schools. The reason why children can bring smartphones to schools is that parents claimed that they need to contact their children in case natural disasters happen.
